Prof. Charles OGUIE

Charles N’cho Oguié (Professor N’cho) is Emeritus Professor of Economics at the University of San Francisco (USF). He has devoted most of his time on development work, especially in various countries in Africa, upon early retirement from USF where he had taught macroeconomics, econometrics, and development macroeconomics for nearly two decades (1986–2005). Professor N’cho has also spent over twenty years working as a senior international consultant for the World Bank, the African Development Bank (AfDB) and the United Nations Development Programme (UNDP).

Professor N’cho is a leading international expert in macroeconomic modeling and strategic planning for developing country.  He has developed large computable general equilibrium models (CGE) – for Egypt, Benin, and Côte d’Ivoire -, as well as dynamic macro-econometric models – for Cameroon, Burundi, Tanzania, Niger, Gabon, the Republic of Congo, and the Democratic Republic of Congo. He has also developed strategic budgeting and medium-term expenditure projection tools for aligning budget resources to national development goals. These tools are being used in several countries by government planning and budgeting staffs to prepare macroeconomic and budget frameworks for annual budgets and medium-term strategic plans.

Professor N’cho is a foremost authority in capacity building for macroeconomic management, economic planning, and budgeting. With the International Development Consulting group (INT-DEC) that he founded, and support from World Bank-Government capacity building projects, he has helped establish and sustain economic policy advising, strategic planning and budgeting units within ministries of economy, planning and budgeting in many African countries. He has led teams of international experts to prepare Growth and Poverty Reduction Strategy Papers (Burkina Faso, Niger, Cameroon, Burundi, Tanzania, and the DRC) as well as national development plans (Gabon, the RC, and the DRC). The World Bank has recognized some of his work as best practice and issued performance awards (for regional integration work in 2001, and for policy work in Cameroon in 2005).

Beyond the development of macro models and strategic budgeting tools, Professor N’cho has also authored several technical papers and publications.

Professor N’cho, completed his undergraduate degree in the French HEC (École des hautes études commerciales de Paris), a master’s degree in Economics at the University of Paris IX (Dauphine). He then completed his graduate studies at Stanford University, where he obtained a Masters in Statistics, a Masters in Operational Research, and a PhD in Applied Economics.
